THE leisure company which runs Quay West Holiday Park has won a planning appeal to re-develop the existing caravan site, despite objections from local residents.
Bourne Leisure Limited were fighting the decision of Ceredigion County Council to refuse planning permission made in March 2015.
The proposal concerned the re-development, improvement and enhancement of the existing site and relocation of 24 existing caravans – previously 42 – onto land adjoining Cei Bach Road along with the provision of two permissive rights of way.
While Bourne Leisure maintained the appeal site formed part of Quay West, this was disputed by local residents who argued that as it was separated from the main site by Cei Bach Road, it did not conform with planning policy.
“Whilst I note the comments of local residents, no conclusive evidence has been presented to demonstrate that the planning permission for the storage of caravans at the appeal site was not implemented and, as a result, I consider that the planning history of the site demonstrates that it is, operationally, part of Quay West Holiday Park,” said Welsh Office inspector Nicola Gulley.
She noted: “Many of the residents expressed concerns that the development would result in an increase in traffic travelling along what is described as a quiet rural road and that this would have an adverse effect on pedestrian and vehicular safety.”
However, she went on to state that the siting of the proposed road access point and pedestrian crossing and associated visibility splays were sufficient to ensure that the proposed development would not have a detrimental impact on either highway or pedestrian safety.
